CNFJ Liberty Policy
The following is the Commander U.S. Naval Forces Japan/ Navy Region Japan area orientation brief. This brief outlines requirements set forth by U.S. Forces Japan and Commander, U.S. 7th Fleet liberty policies in accordance with USFJ memorandum dated 9 July 2016, Subject: Liberty Policy for all U.S. Military Forces Located and Operating in Japan.

This brief is intended to cover the minimum training requirement for all military and civilian personnel transiting to, TAD/TDY, or taking leave in Japan. All personnel permanently assigned to any installation or operating unit in Japan must complete the mandatory Area Orientation and Intercultural Relations brief. Specifically with a focus in the following areas:
- Cultural Awareness
- Legal Matters
- Personal Growth and Development
- Human Dignity
Commands are required to verify and record completion in FLTMPS for the Japan Indoc Brief for all personnel before off-installation liberty is granted. Additionally, commands are required to verify and record completion of C7F Drinking Awareness Training within 30 days for all service members PCSing to Japan. Commanders must also ensure that C7F Drinking Awareness Training is completed by personnel on short-term TDY/TAD or leave status in Japan.
