在日米軍の日本人従業員雇用には、主に基本労務契約（Master Labor Contract (MLC)）と諸機関労務協約（Indirect Hire Agreement (IHA)）の2種類の雇用制度があり、いずれも在日米軍が監督者となり、日本政府が法的雇用主となります。日本政府の国家公務員ではありませんが、国家公務員に準じた形の給与、諸手当て、福利厚生制度があります。
The U.S. Forces Japan (USFJ) has two main Japanese National (JN) employment systems; Master Labor Contract (MLC) and Indirect Hire Agreement (IHA). The USFJ serves as the supervisor and the Government of Japan (GOJ) serves as the legal employer in both systems. While these are not GOJ National Public Service (NPS) employment, similar salary, allowances and benefits systems are provided.

- 基本労務契約 Master Labor Contract（MLC）雇用 Employment:
日本国籍（日本国籍でない方は永住者ビザ）を有し、18歳以上で在日米軍の構成員、軍属、又はその家族 （SOFA）でない方。
Japanese citizens (or non-Japanese citizen who possess Permanent Resident visa), who are 18 years old or above, AND not members of the USFJ, its civilian components, or dependents under the Status of Forces Agreement (SOFA) Article I.
- 諸機関労務協約 Indirect Hire Agreement（IHA）雇用 Employment:
日本国籍（日本国籍でない方は以下のいずれかのビザ： 永住者、日本人又は永住者の配偶者等、定住者（その他の就労・活動を許可する在留資格については、時給制臨時従業員（HPT）としての雇用が可能な場合あり））を有し、18歳以上でアメリカ国籍でない方。（アメリカ国籍との二重国籍の方は雇用不可。）
Japanese Citizens (or non-Japanese citizens who possess Permanent Resident, Spouses or Child of Japanese National/Permanent Resident, or Long Term Resident visa (other visa types permitting work will be reviewed on individual cases and may be acceptable for Hourly Pay Temporary (HPT) employment under IHA), who are 18 years old or above, AND not U.S. citizen. (Dual citizenship with the U.S. is not eligible for employment.)
外部応募者（非MLC /IHA従業員）と内部応募者（現MLC/IHA従業員）とでは、応募書類提出方法、提出先が違います。ご応募される基地空席広報上 (VA) の指示に従い、お間違えの無いように全ての必要応募書類をご提出ください。

External (off base) applicants must submit all required documents in “paper” and 12cm x 23.5cm Envelope showing Applicant’s Zip Code, Address, Name with an appropriate postage stamp to the respective Labor Management Organization For USFJ Employees, Incorporated Administrative Agency (LMO) , provided in the VA (excluding Okinawa) that you are applying. Internal Applicants (Current MLC/IHA employees) must submit e-Application with file attachments via e-mail to the address shown in the vacancy announcement (VA) that you are applying, following the instructions provided in the VA. Paper applications will not be considered.
外部応募者、もしくは他基地からの内部応募者が面接試験等で基地に入門する際、有効期限内の写真付身分証明書が必要となります。 日本国籍応募者にはマイナンバーカード、パスポート、又は運転免許証 （運転免許証には日本国籍を証明する追加書類が必要）、外国籍応募者にはパスポートまたは在留カードのみ有効とされます。
