Commander, Fleet Air Western Pacific
CAPT Osborne hails from San Antonio, Texas and graduated from Texas Tech University with a Bachelor’s of Science degree in Business Administration in 1999. After his commission from Officer Candidate School in 2000, he earned his wings as a Naval Flight Officer in 2002 and reported to the “Vikings” of VAQ-129 for initial training in the EA-6B Prowler.
His operational assignments include three squadron tours (VAQ-130, VAQ-142, and VAQ-133) supporting Carrier Airwing THREE, ELEVEN, and NINE. Additional operational assignments include a tour with Naval Special Warfare Group 2, SEAL TEAM 2 (Joint Terminal Attack Controller, JTAC), a tour with USS ABRAHAM LINCOLN (CVN-72) as Assistant Navigator (ANAV), and a tour with USS CARL VINSON (CVN-70) as AIRBOSS. CAPT Osborne commanded VAQ-133 from February 2018 to May 2019 onboard USS JOHN C. STENNIS (CVN-74), executing EA-18G operations in the FIFTH, SIXTH, and SEVENTH Fleet AOR’s during FREEDOM’S SENTINEL and INHERENT RESOLVE.
CAPT Osborne currently serves as Commander Fleet Air Western Pacific (COMFAIRWESTPAC), acting as the forward deployed executive agent for COMNAVAIRPAC providing aviation maintenance, aviation supply, naval air weapon
munitions repair, and operational logistics lift support to Forward Deployed Naval Forces (FDNF) operating in the FIFTH and SEVENTH Fleets.
He recently served as Commander, HQ European Command as Joint Training and Exercise (JTREX) Directorate Branch Chief for all U.S. and NATO Joint Exercises across Europe.
He received post-graduate education at the U.S. Naval War College, National Defense University, and U.S. Navy Maritime Advanced Warfighting School (MAWS).
CAPT Osborne has accumulated over 3000 flight hours during his flying career. His personal decorations include the Bronze Star, Joint Meritorious Service Medal, Meritorious Service Medals, Strike/Flight Air Medals, Navy and Marine Corps Commendation Medals, Navy and Marine Corps Achievement Medals, and various unit and campaign awards.
