The Singapore Area Coordinator (SAC) welcomes you to Singapore, the U.S. Navy's gateway to Southeast Asia.

Installation Information

Established in 2007, SAC provides comprehensive shore support services to the Fleet, Fighter and Family. Supporting a broad customer base of U.S. military members from four services, U.S. civilian employees, family members, and Singaporean nationals, plus visiting ships and aircraft, SAC efficiently delivers top-quality services while maintaining a quality of life standard that's second to none.


Welcome to Singapore!  The country of Singapore is currently in Disease Outbreak Response System Condition (DORSCON) Orange and the Singapore Area Coordinator (SAC) installation is in Health Protection Condition (HPCON) Bravo with additional measures.

To limit the spread of COVID-19 in Singapore, Government of Singapore (GOS) has implemented some safe distancing measures and additional regulations. For additional information, please visit:

All personnel and dependents are required to follow both Singapore laws and regulations and Department of Defense and Department of the Navy regulations.

Priorities. Our priorities in the COVID-19 fight are to (1) ensure the health of our force - our military members, civilians, local nationals, contractors, and families; (2) ensure we do not spread the virus to the homeland or our host nation partners; and, (3) ensure we maintain our warfighting readiness.

Travel to Singapore – All travel must be coordinated in advance with your command.  A negative test result from a COVID-19 polymerase chain reaction (PCR) test taken within 72-hours before departure to Singapore is required. Additionally, all travelers entering Singapore must take a COVID-19 PCR test upon arrival.  Singapore requires most travelers entering the country to serve a mandatory ”Stay Home Notice” (SHN), and a COVID-19 PCR exit test will take place at the end of the SHN period.  Generally, SHN lasts for 14 days and takes place in dedicated Singapore hotels.  During the SHN, individuals will conduct self-administered antigen rapid tests. These requirements are in place regardless of vaccination status.  Reach out to your command for additional information on Travel to Singapore.

Violation of a SHN is punishable under Singaporean law.  Individuals who breach their SHN may be prosecuted under the COVID-19 Control Order Regulations 2020.  First-time offenders can be fined up to $10,000, jailed for up to six months, or both.

Baseline Requirements.

Mask wear.  Every individual in Singapore over the age of six must wear a mask when not in your ordinary place of residence with only individuals who reside in the same household. There are limited exceptions to include when conducting strenuous exercise.

Exercise.  Indoor gyms and sports facilities are open with additional mitigation measures in place, to include group sizes of no more than 2 and capacity limits.

Dining.  Dine-in restaurants are open with specific group size limits.  Dining-in is restricted to social gatherings of no more than 2 individuals.

SafeEntry and TraceTogether.  Most businesses are using the SafeEntry application with TraceTogether, for contact tracing purposes.  You will be required to scan a QR code on your phone, use a token, or otherwise check in to most venues.

Requirements specific to the installation

Masks. Masks must be worn to enter and depart the installation.  Mask wear is mandatory for all individuals over the age two (2) while onboard the installation.  Masks with a valve are prohibited.  There are limited exceptions to include when conducting strenuous exercise.

Social distancing. All individuals will maintain 6 feet of distance.

Post Office. Five (5) persons permitted at a time at the finance window and five (5) on the P.O. Box package pickup side. All patrons must maintain social distancing. All patrons must sign in and out.

Gym. The fleet gym is open with specific mitigations in place.  Virtual exercise classes are also available.

Terror Club pool.  The pool is open with a strict limit on number of patrons and enforcement of social distancing in place.

Restaurants. The Terror Club, Café Lah, and Subway are open with group size, social distancing, and other measures in place. 

NEX/NFCU. A strict limit on number of patrons and enforcement of social distancing is in place at the NEX and NFCU. A hand sanitizing station is available at the entrance.

Cash cage. Social distancing and limited hours are in place.

Customer Support Detachment (CSD). By appointment only. Social distancing is in place.

Housing Office.  By appointment only.  Social distancing is in place.

Fleet and Family Support Office.  By appointment only.  Social distancing is in place.

Navy Gateway Inns & Suites.  Open.

Core tenants of health protection

    ·         Physical distancing.

    ·         Cloth facial coverings.

    ·         Hand-washing hygiene and use of hand sanitizer.

    ·         Cough/sneeze etiquette.

    ·         Not touching your face.

    ·         Avoiding large groups.

    ·         Maintaining a 14-day close contact and travel tracker. It is highly recommended that you maintain a close contact journal/log of all persons you interact with every day, and all locations you visit, within the past 14 days. This is to be shared only with designated personnel for contact tracing in the event you receive a positive test for COVID-19. This should include the names, locations, times and duration. A close contact is defined as being within 6 feet of another person for a cumulative 15 minutes or greater over a 24-hour period.  This is required for SAC military personnel.

    ·         Maintaining a close personal contact list of 10 or fewer close contacts every day.

    ·         Remaining at home when you feel sick, no matter how mild the symptoms, and seeking     medical care.

    ·         Avoiding COVID-19 hotspots.

Common COVID-19 symptoms include (please stay home or do not board an airplane if you feel even slightly ill):

    ·         Cough

    ·         Headache

    ·         Muscle aches / body aches

    ·         Sore throat

    ·         Loss of taste / smell

    ·         Difficulty breathing

    ·         Fever

    ·         Fatigue

    ·         Loss of appetite

    ·         Shaking with chills

    ·         Persistent pain or pressure in the chest

    ·         Nausea, vomiting, and diarrhea

    ·         Self-report any other symptoms of concern if you receive a medical evaluation

    ·         Medical care is provided for Active Duty military and dependents by Tricare/ISOS

    (+65 6338-9277). There is not a U.S. military treatment facility in Singapore.

Beware of Scams

The Singapore Police Force has advised the public to be on guard against scams. While scams are always a risk, the prevalence of such activities has increased during this heightened COVID-19 environment.
