CFAY SECURITY DEPARTMENT VEHICLE REGISTRATION OFFICE
CFAY Security Vehicle Registration Office is located on the first floor of Building J-196 across the hallway from the CFAY Safety Driver's License Office. Building J-196 is between the Yokosuka NEX Gas Station and Navy Lodge. The Vehicle Registration Office is often referred to as VRO. VRO is responsible for registering/de-registering vehicles owned by authorized personnel requesting long-term installation access. VRO can also provide guidance on required paperwork needed for junking/buying/selling/shipping vehicles as well as other documents related to the Government of Japan's Land Transportation Office, or LTO. Personnel requesting a vehicle have short-term installation access should contact the CFAY Security Visitor Control Center.

CFAY 5800/60 (Rev. 10-21) is the Afloat Command Parking Verification Form. Personnel assigned to an afloat command should contact their chain-of-command for proper routing.
CFAY 4651/2B (Rev. 10-21) is required for accompanied personnel in paygrades E-4 and junior (or civilian equivalent) and assigned to CFAY.
CFAY 4651/2A (Rev. 10-21) is required for accompanied personnel in paygrades E-4 or junior and assigned to any command in Yokosuka/Zushi/Yokohama (with exception to personnel assigned to CFAY).

CFAY Security Vehicle Registration Office is the last step for importing/exporting vehicles. Personnel with questions on vehicle importing/exporting logistics procedures, funding allowances, and authorizations should contact their chain-of-command or employer.

The Japanese Compulsory Insurance, or JCI, is a Government of Japan requirement that every vehicle must undergo before its expiration. To obtain this insurance, each vehicle must pass a compulsory inspection, or shaken. Personnel should plan for vehicle maintenance fees. Informally, the term "JCI inspection" is often used to mean both the inspection and required insurance payment, though it is two separate processes. JCI, however, should not be confused with vehicle liability insurance. Proof of insurance is also mandatory. The Yokosuka Navy Exchange contracted a Japanese insurance company to offer services on base. This service is located in the same building as VRO.

Road Tax is an annual obligation all vehicle owners must pay to help offset road maintenance expenses. Kanagawa Prefectural tax officials typically make time a few days every year to visit FLEACT Yokosuka and assist SOFA-sponsored personnel here during the Road Tax Rodeo. Alternatively, personnel may choose to pay the annual road tax on their own time.
