Safety-Navy Occupational Safety and Health (NAVOSH), POV SOFA Licensing, Explosives Safety

Our Mission:

Naval Air Facility Atsugi Safety-NAVOSH Department supports core mission commands, NAF Atsugi, NSF Atsugi, and CNRJ Atsugi, and provides CNIC Base Operating Support (BOS) supplier safety support services, Occupational Safety and Health (OSH), Recreation and Off Duty Safety (RODS), and traffic safety (including regional motorcycle training support and a first time driver program) programs for Navy and non-Navy eligible receiver (tenant) commands and activities. Beginning with our solid foundations of NAF Atsugi's Mission, Vision, and Guiding Principles, we then accomplish these tasks by applying and exercising the four elements of our Safety and Health Management System (SHMS): Management Leadership and Employee Involvement, Work Site Analysis, Hazard Prevention and Control, and Safety and Health Training.

In addition, the NAF Atsugi Safety-NAVOSH Department provides Privately-Owned Vehicle (POV) USFJ Form 4EJ Operator’s Permit (SOFA license) licensing program services (including new and experienced motorcycle permit and license endorsements and hosts a first time teen and adult driver program) to all SOFA Article I personnel assigned to NAF Atsugi and its tenant commands.

Finally, the NAF Atsugi Safety-NAVOSH Department administers an Explosives Safety Management Program (ESMP) for host, tenant, and visiting activities engaged in and supporting the storage, handling, transportation, and overall management of Arms, Ammunition and Explosives (AA&E). The Explosives Safety Officer (ESO) manages the ESMP.

OKINAWA, Japan (Nov. 22, 2021) Construction Mechanic 3rd Class Adam Petty, assigned to Naval Mobile Construction Battalion (NMCB) 5, stands sentry watch during a joint Communications Exercise (COMMEX) onboard Camp Shields, Okinawa Japan. The U.S. Navy Seabees with NMCB-5 completed the COMMEX with Marines assigned to 9th Engineer Support Battalion. NMCB-5 is deployed to the U.S. 7th Fleet area of operations, supporting a free and open Indo-Pacific, strengthening their alliances and partnerships, and providing general engineering and civil support to joint operational forces. Homeported out of Port Hueneme, California, NMCB-5 has 13 detail sites deployed throughout the U.S. and Indo-Pacific area of operations. Navy Region Japan Motorcycle Rider Program basic requirements:

Active duty new and experienced riders ensure immediate contact with their command Motorcycle Safety Representatives (MSR) and supervisors for ESAMS activation and identification as either new or experienced riders as applicable. For DoD SOFA Article I NAF Atsugi permanent party civilian personnel, operation of a government-owned motorcycle for official work purposes requires ESAMS inclusion.
    
All courses held at Yokohama North Dock. Primary P.O.C.s local command MSR and supervisor. Additionally, please contact the Traffic Safety and Privately Owned Vehicle (POV) SOFA Licensing Office at 264-3112/3983/3794 for further details. Course signup on ESAMS. 

As per regional policy, experienced riders with current stateside license endorsements must attend BRC-2 training in Japan prior to USFJ Form 4EJ Operator's Permit SOFA endorsement.
