VCC/VRO/DBIDS

Visitor Control Center / Vehicle Registration Office / DBIDS Registration Office

Visit the new Visitor Control Center for visitor passes, 30-day escorted friends and family passes, and enhanced friends and family passes inside the Main Gate Pedestrian guard shack.
Visit Vehicle Registration Office for vehicle requirements and DBIDS card issuance. The office is located on the first floor of the Security building near the Main Base entrance.

Personnel are recommended to schedule appointments at least 14 days prior for VRO appointments via Appointment Scheduling Booking Page (QR Code can be found on CFAS Facebook page or CFAS official website) for the following services:

  DBIDS pass requests and issuance.
  Vehicle registration/deregistration, administration paperwork renewal/update.

The VCC is now located adjacent to the Main Base main gate (pedestrian gate)
OPEN: 0700-2200 daily

As of the 2nd of June VRO hours will be 
OPEN: 0800 - 1000:  Walk-ins will take a numbered card and wait to be called.
1000 - 1500 (Tuesday/Thursday) 1600 (Monday, Wednesday, Friday): Appointments only. There will be space available for walk-ins in case of no-shows. Individuals with numbered cards will be seen in order if there are missed appointments.
1130 - 1230 Closed for staff lunch. Personnel inside will be asked to return at 1230.

Contractor’s Access (Official Business).  Each sponsoring command POC is responsible for submitting an appropriate pass request to Pass Office no later than (NLT) seven (7) working days prior to the first access date.  Reference: CFASINST 5500.1 (Access Control Instruction).

Visitor Access.  All escorted visitors without U.S. DoD ID or prior approval, regardless of nationality, including U.S. citizens, will be required to obtain a paper pass issued by the CFAS Security Department to access Main Base and military housing areas. Sponsors with their escorted visitors should notify the sentry at the gate for instructions on how to proceed with requesting a visitor pass. 72-Hour Escort Required pass:  Escorted guests can receive a pass for 72 hours that are valid for overnight stays and only grant escorted access to the housing area from which it was issued.

30-Day Escorted Friends and Family pass:  For visits up to 30 days, escort-required passes can be obtained at the main base Visitor Control Center. These passes are valid for overnight stays and authorize escorted access to all housing areas and Main Base.

Enhanced Friends and Family pass:  For overnight guests requiring Unescorted access to housing areas only and Escorted access to Main base. A DBIDS Registration Form, SECNAV 5512/1 form, and proper I.D. are required to be submitted to the CFAS Pass Office 15 days prior to arrival in order to ensure background checks. These passes are valid for overnight visits up to 90 days.

Unescorted Access to Main Base:  Will be handled on a strict case by case basis, determined by need for unescorted access.

United States Forces Japan Designated Third Country National (TCN). Access of a TCN Guest/Contractor whose nationality is listed on USFJ31-204 requires Commanding Officer's prior approval. The sponsor must contact Security Admin office (Tel: 0956-50-3620/81-956-50-3620) and complete the paperwork NLT 30 days prior to guest's arrival.  The list of Third Country Nationals and the Access Request Form for Third Country Nationals are available at the Security Admin Office and in the RELATED FORMS links below.

3. SECNAV 5512/1 Base Access Pass Registration Form

 Registering a vehicle:

1.  Proof of SOFA status
2.  USFJ Form 4EJ POV Permit
3.  Japanese Title
4.  Japanese Compulsory Insurance (JCI)
5.  Liability Insurance
6.  Receipt of current Road Tax Payment
7.  Proof of approved designated parking space or Japanese Parking Certificate

 Registering a motorcycle:

 1.  Proof of SOFA status
2.  USFJ Form 4EJ Motorcycle Operator’s Permit
