Transient Personnel Unit (TPU)

Welcome to Transient Personnel Unit (TPU), Yokosuka, Japan the Gateway to the SEVENTH Fleet

Mission Statement 

     Our mission is to expeditiously process Sailors through the administrative, and regular transfer pipelines for commands that, because of deployments or overseas location, cannot provide appropriate facilitation themselves. We are committed to customer-centric delivery of trained, motivated war fighters to the 13 deployable units assigned within SEVENTH Fleet Area of Responsibility.

     TPU is dedicated to the premise of “Service to the Fleet” while complying with all applicable governing instructions. Our secondary mission includes contingency/surge operations and restricted berthing of authorized personnel per governing instructions. TPU processes over 1,000 Transient Sailors annually and manages the barracks that house them. We are a 24/7 operation.

     We are located at TPU Building 1969.

Moving Fleet Sailors through the Transient Pipeline!

     Upon your arrival to Yokosuka, report to Transient Personnel Unit (TPU), Bldg 1969, if your ship is not in port. If you arrive with your family, you may proceed to and check-in at the Navy Lodge (DSN 243-6708) before reporting to TPU for further processing. If you are single, you will receive lodging arrangements after checking in at TPU. There is a courtesy phone outside the Personnel Support Detachment (PSD) Narita bus stop entrance to call the base taxi (DSN 243-4444) to TPU Bldg 1969 or the Navy Lodge.

     You will be required to provide TPU a copy of your orders and your military ID card upon checking-in. TPU quarterdeck will also obtain valid recall information (i.e. phone number, email, where you are staying and room number) and will assign you a room if you do not have other lodging arrangements. Single E-7 and above Sailors will stay at the Navy Lodge (DSN 243-6708) or NGIS (DSN 243-5569) if no other lodging is available.

Transferring from a Ship

     We can only check you in if your ship is not in port and if you have the properly endorsed Permanently Change of Station orders (PCS). With properly endorsed Permanently Change of Station (PCS) orders at hand, we will check you in, assign you a room if needed, and explain TPU Rules and Regulations to you. Single E-7 and above Sailors will stay at the Navy Lodge (DSN 243-6708) or NGIS (DSN 243-5569) if no other lodging is available.

Muster

    You ARE required to muster daily with the TPU Central Processing Office in the uniform of the day, Monday through Friday. No muster is required on weekends or holidays. Once your check-in is complete, the TPU staff will coordinate with you to begin your tour in Japan. TPU will provide assistance with PSD, Base Housing, Area Orientation Brief/Intercultural Relations (AOB/ICR), etc. as necessary.
